N-648 Disability Evaluations for the U.S. Citizenship Test

Some individuals applying for U.S. citizenship may be unable to complete the English or civics requirements due to a medical, psychological, or developmental condition.

Form N-648, also called the Medical Certification for Disability Exceptions, allows certain applicants to request an exemption from these testing requirements when a qualifying disability significantly interferes with their ability to learn or demonstrate knowledge of English or U.S. civics.

What Is an N-648 Evaluation?

An N-648 evaluation is a clinical assessment used to determine whether a medical or psychological condition prevents an individual from meeting the English and civics requirements required for naturalization. A licensed medical professional must evaluate the applicant and complete Form N-648, which is then submitted with the naturalization application.

Conditions that may qualify include:

  • intellectual disability
  • traumatic brain injury
  • dementia
  • developmental disabilities
  • severe learning disabilities
  • certain psychiatric conditions
  • neurological conditions affecting memory or learning

Who May Qualify for an N-648 Waiver?

An applicant may qualify if they have a medically determinable physical, developmental, or mental impairment that prevents them from learning or demonstrating knowledge of English or civics.

The condition must:

be medically documented

significantly interfere with learning or memory

be expected to last at least 12 months

What Happens During the Evaluation?

The evaluation typically includes:
